Henri IV's wide-ranging efforts to restore peace and reconstruct the kingdom tend to conceal the fact
that the king was also involved with the issue of colonial expansion – a policy that culminated in the founding
of Quebec in July 1608. Closer to home, Henri IV was also, at the urging of Sully, the instigator of
a "Grand Design", a plan that, had it come to fruition, would have completely overhauled Europe's geopolitical balance.
